A Ukrainian drone attack on a beach in the Russian city of Kursk killed three people, including a Russian serviceman engaged in rescue operations, and injured seven, the acting governor of the region that borders Ukraine said early on Wednesday.

Alexander Khinshtein accused Ukrainian forces of an "inhumane attack" in which "the enemy deliberately struck a place where civilians were located".

Roman V. Starovoyt, the transport minister, had governed Russia’s western Kursk region before Ukrainian forces invaded in 2024 and occupied part of the territory.
