Robert Garcia, D-Long Beach, on Tuesday, June 24, became the ranking member on the powerful House Oversight Committee, a rare feat for someone only in his second term in Congress and one that some believe signals the start of a potential generational shift in leadership within the Democratic Party.

Garcia, 47, in just his second term, defeated a more senior lawmaker to succeed the late Rep. Gerry Connolly on the panel, which provides oversight of the Trump administration.
